Nutrient Neutrality and Housing Development

In some parts of England no new houses can be given planning permission until the council sets up a Scheme to help developers off set the effect of housing development on Nutrient discharges. In some areas developers can buy units in a scheme that constructs new wetlands but I hear there are problems finding enough suitable land.

The issue doesn't just affect big developers but anyone wanting to build a house in those areas. Eg small builders and self builders are also affected. Some people have got planning permission subject to a condition requiring their drainage plans be approved but their council is refusing to approve any drainage proposal (including connection to mains drainage) until a scheme is in place.

A calculator that Natural England has produced implies that an alternative might be to take land currently used for pig or poultry farming out of use. I'm assuming that would mean a covenant is put on the land to preclude high nutrient discharge uses.

Has anyone here done anything like this or been approached to consider selling small areas of land to take out of use?
