The effect of over regulation on a society and its economy are pernicious - you rarely see any given addition to the rule book as having any great detrimental effect, but the cumulative effect is massive, and eventually just stops things entirely. Its one of the main reasons the UK economy is so sluggish - its so hard to actually do anything, not in a practical sense, but in a regulatory, getting the right bits of paper sense. Massive amounts of employment and economic growth are snuffed out before they can even happen, because people just can't be bothered to fight the bureaucratic monster.

Its nothing new, there were so many safety locks on the guns fitted to the Prince of Wales class battleships, that on trials, they would not fire!

A lot of them can safely be ignored. The trouble and costs of attending the courses, passing tests, and getting the certificates far out weighs the fine that might be imposed on the off chance that they catch you, that they will waste the court's time prosecuting, and then fine you....and chase payment when you decline to pay!

The wiriting on the little plastic card that I was awarded after passing my livestock transport test wore off several years ago and I can think of other things that I've been doing for over 60 years that I'd now need a licence for -- but a set of moon phase charts works well and costs a lot less!

Laws that cannot be enforced are bad laws (made by silly people!). They shouldn't have been made in the first place.

And drag all the good laws down with them.

On Thursday 26th September, we’re holding a webinar for farmers to go through the guidance, actions and detail for the expanded Sustainable Farming Incentive (SFI) offer. This was planned for end of May, but had to be delayed due to the general election. We apologise about that.
