Odd electric fence

Seen when hill walking in N Wales last week. No idea what it is for, I would have thought that rabbits or badgers would have dug underneath, I cannot think of anything else that low down that might be deterred by it that would not be stopped by the rather expensive looking fence.
Whatever it was for, I doubt the amount of vegetation would allow much voltage to persist on the wire, most being shorted to ground.

badger deterrent they really dont like electric .

will turn them off them going through that fence. they can easily pass through 22 or 30 cm spacing.

My guess would be badgers. They don't understand that they can dig under, they just learn that near the fence it hurts.
It's the same with flexinet for foxes, they don't understand that they could jump over, just that if they go near that fence they get a whack on the nose and it's best to keep away.
flexinnet doesnt shock quite as well as single wires breaks in wires less conductive wires in them etc. and tend to have lower power units on them, and as they push on through it they get tangled up/hung can make a right mess., ive seen it finish off a badger over night.
its a bit more effective with rabbits its true.

Need to do the base periodically with glyphosate, won’t be much good as mentioned above.
