iPad already comes with iCloud storage account.
If you can install iTunes on the laptop you can sync files or copy the files into iCloud and they will appear on the iPad.
Either plug it in with the iPad cable or it will do it over the internet.
Either that or put DropBox, Google Drive or Microsoft OneDrive on them both.
Lots of ways of doing it.
If you've got a lot of pictures this would take forever.
Depending on your email service you may only be able to attach one or two pictures at a time or you'll be over your sending size limit.
One thing to note is email was never originally designed to send attachments so it's no good at compressing files and they actually end up about 33% bigger when emailed. If you're using a camera with a lot of megapixels the file sizes can be huge.
