used for plants, but am i allowed to put a say, 20ft by 30 pond in there as well, serves two purposes water storage and fish rearing?

Would restrict the range of plants able to be grown due to the humid conditions. Not a real problem as you can partition growing areas into different growing zones but works better with a ridge line that is not horizontal using the fact that heat rises.

Its gonna be tropical plants, so not to concerned, humidity and temp even upto 35 degrees would be ok, gets any higher maybe in summer, always have a few exhausts as back up.

You will need serious ventilation to keep a polytunnel of that length below 35C in the summer. We are often working at 25C in the middle of winter.

Trust me the water will be crystal clear, and with fish in there.
It's all about supply and demand & understanding this will take you along way. Aerating the water and the correct filtration is important. Only thing mechanical I use is the pump, all the filtration is by plants who happily remove the nitrates and phosphates from the water. Understanding bacteria is another important thing. All my fish and plants are 100% organic, no pesticides or chemical fertilisers actually no fertilisers used at all. Growth of fish and plants is far superior and faster. Any how it's a long topic. LOL

I can assure you it won't, Like I said its a long subject. But a little lesson in biology I think.......
I already run these systems and the water is crystal clear. Its all about understanding how to design and manage the wholesale system, It is easy once you understand whats required. I'll say it again it is a really long subject, understanding the system. Requirements of fish, plants, bacteria is all important. I have not only farmed corals but also grown tropical plants and lots of fish. Just understand the requirements of fish, plants and bacteria. Water only goes green, because of high nitrates and phosphates. to balance this out you must have plants. Plants require nitrates and, or phosphates or both. These plants use nitrates,phosphates and light (sun light or artificial light) and grow. By the way fish waste or (pooh) is what will later turn into nitrite than nitrate and phosphate, or anything dying as well. By aerating the water you can keep more fish and a lot more healthier. Any way if I get time i'll post some pics,

Some pictures, see the water quality. Only a water pump runs that takes water to plants and than the water flows back to the pond.

I'm assuming this is going to be an aquaponics set up but if the body of water was large enough would it not act like a heat sink and help level out the peaks and troughs of the temperature fluctuations?

yes a larger body of water is much more beneficial, but you would still require ventilation, really large ventilation/

Planning wise if the ponds are not permanent but freestanding structures then I can't see how planning could be an issue as long as there is no change of use (like to domestic if you start swimming in it or something lol)

Yeah i could easily just make them out of wood, and line them with butyl. And a large system is much easier to maintain than a smaller one, atleast I find it so, lol. swimming in there only if I dont put piranhas in there, LOL
