Removing dust from floor

Whats the best method of cleaning up dust from a store floor. We rent a unit out but its got dusty in there and the tenant would like the dust removed. Thinking a road sweeper wetting the floor down and then collecting? Would painting the floor be the answer?
The problem with just sweeping the floor is the dust just goes into the air and settles again.

We've got a dusty floor, concrete will continuously shed unless it's sealed. I use a soft 24" broom on a still day and a mask, sweeping slowly and I don't get too much airborne but I do get a bodge full of dust to dispose of down a track. Haven't sealed this one yet.

Did a previous one and sealed it with Watco Concrete Sealer. Water based, 5l can - about £50. One coat covered about 35/40 sq m as far as I remember. Dry to use in 24hrs clear or grey
