Roofing shuttered clamp

We have a shuttered 75' by 30' clamp on an outfarm, maybe 25 years old but still in reasonable condition. We'd like to roof this and keep straw in and maybe bulk fert under cover. Walls are 12" thick, 8ft high. Is it feasible to bolt rsj with welded base plates to top of walls? The clamp wasnt constructed with rsj from what I can see, an uncle built it just with internal reinforcing.

Our neighbour did one about ten years ago , similar size to yours . He got plans drawn up and a engineers report before going ahead . might be the best way to go forward for insurance purposes in the future
