Seaweed as a carbon sink

Please forgive my ignorance if this question seems simple. seaweeds cut and sunk to the ocean floor act as a carbon sink, would dead seaweed gathered from the shore and incorporated into soil, have the same effect, like perhaps biochar

Not sure, maybe if it was dried and stored it would lock carbon up. Could it be used as insulation, like cellulose insulation which is old magazines and newspapers
