Sprayer operator best practice ,or lack of.

Have today seen a very large farming companies sp sprayer, travel down a farm track ,Booms folded but switched on , stop to empty what I assume we're Washings on a rough, yard area, that had a gully cut into the gravel to direct the flow to a field, then carry on down the track booms still folded ,still switched on . No he hadn't forgotten to switch them off , he had just left a main road and once on track switched booms on . The yard was less than 50 m from a house, and even closer to a river bank ..
The farm track is also access to this house,and also a footpath. Not best practice for cleaning out the sprayer .
