Stray Voltage in the Milking Parlour

So if everything is properly earthed I would have thought an earth leakage breaker should trip the power off.if it detects voltage on the earth ?
Not an expert though
That what is supposed to happen. Receiving 1.5 volts through the stall work when heater switched on. The heater works fine. Its all well earthed.

I had all the cows reverse out of both sides of parlour one morning
I was quite concerned, was afraid to touch anything myself at first
Same happened at same time next morning
Next morning no problems but had no hot water as element in water heater fried
Replaced element, no further problems
