Transporting the public about..

Towards the end of June we are hosting the opening day of the Pembrokeshire Fish Festival.. something that used to take place in Milford Haven but has moved up river this year.

We have organised boat trips up river from milford and other ports along the Cleddau to Lawrenny Quay and now need to sort the final link in the chain.. ie bringing the punters from the quay up to the old castle terrace in Lawrenny . Part of this three quarter mile trip is field and will require the use of a tractor drawn trailer.

Has anyone got experience of lugging the public about ? I was thinking of hiring a beaters trailer or two .

What are the pitfalls, what's the best bit of kit? Will the driver need any special license? ..
We are getting in touch with the NFU to sort out insurance but was wondering about things like whether the driver needs any special skills - like first aid or whether we need to carry certain bits of equipment- whether we need a second bod on the trailer to maintain order..i mean safety?

NFU will help hugely.
If you can get the public seated that will help enormously.
Just sensible precautions really, if you think too much, you won't do it though !

Almost all the NSA events I have been to that are held on farms provide tractor trailer combos with bale seating for their farm tours, not sure how this goes down with insurance, but would assume they are covered.

you cannot get insurance for carrying paying public with tractor drawing a trailer, I looked into this years ago, and no one would cover it, and it's against the law,
there is a way round it, but again its not truly lawful


At the niab/tag open day they have several running folk around on the public roads. I can't imagine it's not legal?

I would say use common sense steps to start

Only use well designed beat or show trailers specifically manufactured for the purpose (do you have a college or ag charity who would have them you could loan?)

Agree with everyone sat down and having a rear door marshall who travels at the end of the trailer with the public passengers and gives the driver the all clear to move off and only allows passengers to alight when safe.

Do you know anyone at Pembrokeshire Show? I would imagine they are members of The Association of Agricultural Show Secretaries and would have member guidance / blank format risk assessments for such things.

You say you will be insured and you follow sensible precautions

just to put things right, and unless they have changed in the last 9 years, this is how it was then,

i had an idea, yes a stupid idea, i was asked to do a wedding transport from the church to the reception with a vintage tractor,

it was not long before i had 4 people asking to hire it for their wedding,, I tried to get insurance from lots of places inc NFU,
no one would touch it, as i got the reply off 2 insurance company's, that it was not legal, to carry people for hire and reward, and is mean that if any leg of the journey, was to carry people, it is against the law and cannot be done,
it seems any paying passengers on wheeled transport, must be able to get to the driver, ie there is long busses in towns with like a bend in the middle bit, but you still can walk from the back to the front, under design and construction of use, for public transport this is a must,, therefor pulling a trailer with a tractor is against the law, as there is no walk way from trailer to tractor,

that is a different thing altogether, as they are moving people on site, and they are not paying for transport when they enter the site, also people dont have to ride on a trailer as part of there day out, so your right it is legal,

but for what the OH wants to do its against the law, and will have no insurance cover for doing this,

Sorry but most trains that I have ever been on , never ever allow passengers close to the driver. Most of them have wheels! The same includes air passengers.
 
This is a crying shame ..Thank you for your insight.

There will be no charge for the trip to and from.So not hire and reward?

So I will be going along the public road but people can walk it so it's not essential for the visit....

Where does that leave me.? What constitutes a site given that the festival will take place at both Lawrenny Quay pub and the castle terrace . An interesting problem.

I would assume there would be a charge for the trip to bring the "punters in" as he said,,
if the trip says its going from X to Z, but the boat goes from X to Y, and the tractor takes them from Y to Z,

however how silly off me to think that boats would be charged for , and all will be done free, but you will need insurance for tractor and public liability, for doing this,

What about a disclaimer sign by where the people get on stating that they do so at their own risk. They can then decide to ride or walk. From my experience people love having a steady ride on a tractor and trailer. We have had the same problem in Round Table with the Santa sleigh which people have always rode on between villages. We have mounted a disclaimer sign after taking advice to allow this to continue.
