Welding on lower legs

Just bought some weld on leg lowers and have a question that may sound stupid.

On the new leg lowers there are notches that butt up to the upper leg, what is the purpose of these?

Is it for weld penetration? Normally I’d weld a Double Vee butt weld for this kind of thing but just wondered if there’s something I’m missing.

No idea what the notches are for but I just ground half the 'V' on the top part of the leg and welded the whole way along the join on both sides as a butt joint, never had one fall off. Tacked it quite well both sides first to stop it distorting caused by welding one side fully first and then it not being straight.
 
The way it looks you would think it was meant to slot into a corresponding pattern on the top section of leg but I know this isn't the case so it's rather strange. They would be better coming weld prepped to a v ready for welding on.
