Just a guess, but a pulley for a well? Rope on the timber pully, then the steel wheel is a hand wheel providing leverage to turn the wooden wheel and pull up the bucket. The V bits possibly to hitch a rope on so keeping the bucket in position? I am guessing the timber covers the well! Pure speculation though.

It sits in a loft, a continuous rope goes around the big wheel and hangs down to the ground floor through two holes in the floor(s)
A separate rope is fastened to, and wrapped around, the wooden bit.
The dangling rope is used to turn the whole thing and the fastened rope pulls whatever up to the higher floor(s)
The big outer wheel and the smaller diameter of where the rope wraps around gives you a "gear" or pulley ratio to make lifting heavy objects easier. Probably sacks of corn.

The forks are where the rope sits and quite possibly designed so the rope has knots in it that can't slip past them.

Pritchard buys some wierd stuff and sells it on to people who have too much money.

Can anyone remember how much he wanted (and got) for the corrugated iron hen house?

I am being serious here. Send him a photo and ask him to make an offer. Or stick it on Ebay.

Whatever price he offers you for it, he will give it a quick clean and then sell it for at least twice the price he paid. His value added is his contacts, not his quick clean and polish.
