Wood chipper not running

I was gifted this old wood chipper. Been sat covered (as well as possible) with a tarp over winter.

Has a 16A plug, running through a 16A to 13A adaptor it was blowing the 13A fuse immediately when starting.
Put a 16A socket on the wall and it does not trip a 16A mcb but still doesn't run. The starter switch clunks for on and off (as opposed to on 13A when you'd get nothing for 'off' as the fuse had gone already).

What to look at?
The starter box is dry and seemingly in good condition

Presumably you pressed the reset button on the motor? (Looks like it has one).
Did you check the flywheel is turning free? With the power off of course!!

On the end of the capacitor box on top of the motor, it looks like it should have an overload reset button but maybe it's gone..... Check that the motor and flywheel are free to turn first anyway...

Hopefully partially seized so an easy fix, but if not? Try and get it inside with a bit of ambient heat to dry everything out. Just not the middle of the kitchen ...........
