provided someone has a driving licence and a telehandler licence, is it still correct that they need to be over 21 if the machine is over 4t but can be under 21 if below 4t machine?

On the farm, legal at 16 (not 13, unlike tractor)
On the road, you can drive at 18 if machine weight is up to 7.5t
Over 7.5t you need to be 21. (So this more or less fits in with the 4t capacity machines)

I checked with my insurance last year for my student. Both my loaders are down as agricultural machines. So full driving licence was fine to drive on the road. He was 18.
