Assuming same as the 40 versions yes you can shut each coulter off individually. You can adjust the pressure applied to the coulters but they are not the best on heavy soil for staying in the ground. A good tilled seedbed in good conditions they work well.

Thats a shame. If powerharrowed in front on heavy ground would it be ok. Could you get 2-3" depth if you drilled at 4-5kph.
You will get 2" in good conditions possibly 3" if the ground conditions are very wet or very hard you will struggle. The coulters do tend to ride out with speed and clods. They are good drills not worth much I would have thought so take a punt and see.

If you put a tined drill mate krm or farm force on the front of the drill. Or would a sulky box drill be better?

We ran various d7s and d8s with rpd powerharrows or a home built tined drill mate the powerharow would be better for what you want todo would make a finer tilth on most of my soils. Cant commment on sulky box drill not had one. We went to a krm optidrill with disc coulters which folded and had much better depth control but cost a fortune to run and weighed way to much. (I actually use this occasionally to establish cover crops but last time used the horsch sprinter.) then more air dills kv tsevo and a horsch sprinter.

The d8 will put seed in the ground you just got to create a fine tilth first to drill into. You will know your soils better than me if a suffolk coulter works on your main drill or on your neighbours land it will work for your cover crops. We moved away from suffolk coulters as we couldnt get the consistent sowing depth to be able to safely apply the pre-ems. I would say the ecn's put more pressure than the super versions we had.
