It's for sharpening sheep shearing combs and cutter's. Usually mains powered with two discs either side bit like a bench grinder.is it complete with the accessories, usually a disc to clamp the emmery disc while it's glued.etc

Have you got 2 of them?

Go back to where you found them and look for the pendulums (a 'sticky up bit' with a 'dangling down bit' that swings off it)
Google comb and cutter grinder to see a pic of what you're looking for.

I run one for sharpening combs, paid £150 for it without the shearing machine. It did have the pendulum and 1 disc and clamp plate though.
