I'm always weary of removing IH wet liners due to the unorthodox way they have the o ring groove in the block rather than in the sleeves and that they crack between cylinders, your block is then scrap therefore I will only pull them out if they're leaking or porous. Last one I did the week of the lockdown the sleeve was cracked around the top and all four sleeves popped out easily enough and block at the bottom was in good order, not so at the top!! It's had some loctite sealer around top of sleeves and some rtv sealent with the HG between the cylinders. Unfortunately it's not here therfore it's still awainting it's oil pump and sump before start up!!! Will cross every finger!! :D:D:D

+1 - If the liners are still to spec - then leave them alone. I had to beat one to death trying to get it out once - and it was just being replaced ' because i was down that distance anyway'.

Never again.
 
I should add that I am slightly wary of comebacks which could happen if liners are not renewed
I have dexta which has stood for 5 years needing engine overhaul and I intend to renew pretty much everything including in line boring

I always renew wet liners irrespective
of condition and never had any problems
Also when liners are removed water jacket can be cleaned out eliminating hot spots
i do agree in renewing the liners, for many reasons, hot spots as you say, corrosion, and wear, as a liner wears egg shape or oval not round
plus buying a full kit is about the same as buying parts
