Been out with the spade.

After spending the morning digging holes where ever my wheat looks poor or where there is water lying ,i came back disappointed that i am getting more compaction about 5inches down to the extent that although there are plenty of worms , they are not able to penetrate through this tight layer. My question is would strong rooting cover crop get through or does it have to be sub soiled? My problem with subsoiling is that if it is not very dry it will not shatter, and over here in the wet west it hasnt been dry for three years straight after harvest. Now on 5th year of DD so i dont want to plough. What would others do?
