So would I've penalised, even though I have definitely met the greening and diversification requirements? My understanding is that it's a quirk of the system that just because you have under or over declared fields, the system check boxes revert to "no" even if you still have the correct requirements.

Quite often if there are under or over declared fields anywhere in your form then the greening and diversification bits default to NO, even though they actually pass the test. Get rid of the unders and overs by classifying what they are, e.g. if you are claiming less than total field area because of a track, then add a sub parcel with that area and the right code, or if its a temporary thing like fallow or a muckheap then do the same. Get it to balance! If you are claiming over then you must reduce the claim area to match the field; that will throw a spanner in the works. Worth getting it right, even though there might not ultimately be a penalty you will end up in the manual checking pile with all the attendant delays and problems if the form doesn't go in with all the bits done and dusted.

At last my "changes pending" have been done in response to my RLE1 form and so now the map is back in a fit state to start my application.

It's taken them a week to go from changes pending to finishing the change.

I can get on with it now.

Still no word on why there was a big deduction last year but it could be due to EFAs on parcels where everything wasn't declared.

You need to use a continuation booklet for the new field.

If it was done on paper I believe that's right.
However the helpline assured me I don't need to do anymore.

That's interesting. I am doing applications online and where a new parcel or I am unable to get it transferred to the online version am submitting a continuation sheet C to declare the parcel and inform of crop details and continuation sheet D for EFA..

He was very adamant that because my application is online, I've done the rle1, then they will do the rest.
I'm unsure how they're going to put in which crop it's growing though.

Indeed - I would not trust that and call tomorrow and speak to someone else. I shall continue to submit continuation sheets as well as the RLE1. But as ever I am just a bloke on the internet and not an RPA staff member who should know. Hey ho. Keep us informed. Best of luck.

Well, has only taken close to three years but we finally have all our maps right!

If they could send back the 55 entitlements that were transferred twice, and do it in the next 10 days, that would be great.

You can email RPA using the subject "Add Parcel" and then letting them know grid ref and field numbers etc. Did ours in 4 days and is now on mapping and online application.
However last year deadline to add was May 6th so only 2 days left if they are still using that date...

Clarification on EFA. Previous years I have had Pulse crops covering EFA requirement. Not this year but have had cover and catch crops, after reading rules book it looks like these 2016 planted crops don't count but its the crops that will be planted this summer/autumn 2017 which I have to submit. Is this correct?

RLE1s

Does anyone know if RLE1s can be handed in to an RPA office or do they have to go by post? Just deadline is next Monday so forms will need to be posted THIS FRIDAY first class ( signed for!). I hate posting stuff to Gov offices o_O
Last year forms could be sent in until 31st May I believe (without penalty) though can't find any literature this year to confirm this.

In Northern Ireland this year the Department is expecting everyone to go their BPS application online.

On Friday they put out a press release saying that so far they had received 15,556 application, of which 15,506 were completed on-line.

However, they expressed concern that with just 10 days left to the deadline, they are well short of their 25,000 expected applications. They are NOW worried that forcing farmers online might mean that 9,000 to 10,000 fail to apply. A bit late in the day for them to think of that one.

Maybe a lot of farmers in rural areas do not have great internet connections, or like @Gator their internet has failed.
