Fallow has costs associated with it as well though, we need a certain amount of labour to run the root cropping enterprises, cereals act as 1) a break for roots, 2) a way of keeping on top of weeds that are harder to control in non cereals, 3) a supply of straw for the carrot enterprise. But I can see some going to 50/50 fallow, use clover in the fallow bit for some cheaper fertility.
Very much. There is no "low risk" or "zero risk" option sadly.
The things you mention are (more) known costs and therefore the risk is potentially lower. First loss best loss and all that.
