Hammerite as a direct over paint mate it has a rust retarder in it or red oxide/phosphate type primers hold back the rust short term
Or a rust stabaliser like fertan i think ours is then sand off and paint over the top

Vapormatic rust killer red is quite good stuff much better than normal red oxide.

Joutn paint is about the best stuff you can get . But the key to good paint is good prep work , it no good just slapping stuff on over rust and expecting it to last.

I use linseed oil everywhere(steel, wood) except on surfaces that needs to be shiny(plough, inside the combine)
No prep work just get it on.
