Today I put dualwheels on for N spreading on wheats. And found out that there are a crack between boltholes! It is a JD6170 M with 2100hours . There are 650/65 42 with welded discs. Are this a often happens?

Just because you can make a huge press to bend to shape the 10mm wheel centres doesn't mean you should.
The sharp bend leaves micro cracks which get bigger.

Have you got the heavy duty rims to take duals ?
Somebody I know has had this happen to his M series, not that old either.
The centre will be about 30mm thick if not more basically a big thick plate welded in from the factory to strengthen them to take dualsIm not sure? Whats the difference ?
Thats some precision engineering, who made them?

What's with having flange axles on tractors?
Go with bar axles and steel center disc
I do not like the look of that, if it was in warranty I would require a new wheel
