Diy concrete panels?

Never designed a pre-stressed panel but have done standard tilt up panels. Just used normal slab mesh located in the middle of the panel but these were only for a veneer/cladding on a building so weren't required to take any major loads.

I,m pretty sure those wires have a huge tension on then 50 tonnes odd I,m guessing at proper figure but suffice to say more to it than just casting a slab also if you notice most panels have a slight bend in them facing into load side eg inside of shed

The load per tendon (wire/strand) I don't think would be 50 tonnes but total load on the panel maybe close to that number. I do design prestressed bridge beams in Australia and in general the tension of each tendon is around 17t (170Kn) but there is 8 or more tendons. When totalled up that's near 130 tonnes of load which is where the issues are as you need a big pre-stressing bed to take the load and not deflect itself. Have seen a brand new pre-stress bed bend when it was first used, new owner was not happy. You don't want one of the stands to let go either, must yards have a big concrete block sitting at the bed to take the hit, never seen one in good condition. There is a whole lot of other issues with pre-stress bridge beam design that make it a bit more complex than just pulling wires tight, not sure how many of these would apply to a simple panel.

We collected crushed concrete from a recycling place and they had been doing panels took in from a council salt yard, they just had like A252 mesh in them, those prestressed ones would be most likely for upper floors in houses, shuttered walls arent prestressed, most don't even have steel in them at all

All the panels we've ever put up are prestressed.
