Interesting but when we bought some land last year it only showed our boundary to the hedge on the land registry maps, the verge and road were not ours
Land registry way out of touch unless the property has changed hands since they began
The maps they are using for our property are from the 1920's

When you buy a field it shows what you can cultivate etc etc, what you own can be different, when laybys needed to be built next to my field it became apparent I owned the subsoil of the grass verge.. but not under the tarmac, so had to fill contracts in etc and got a payment.

Road culverts belong to the council, ring them to clear it.
Certainly Bridges that carry a Highway are deemed part of the highway and maintanable at public expense the exception being Railway bridges.
If it's an old adopted highway then it may be the culvert is not vested in the Highway.
If the road has been remade at any point or land compulsory purchased to make or enlarge the road then the culvert will of been constructed and thus will be maintained by highways dept.
