I would wet the brick and old mortar first myself but I'm no builder.
Probably of no relevance to the OP i think lime mortar was mentioned.
Is it on brick or stone?
Sandstone pointing is a dark art. We had a builder do some pointing a while back, and he frankly made an arse of the job using a cement mix with a tiny bit of lime, which is causing the stone to spall around it.
We then found an excellent stone mason whose work was in a different league. He uses sand with small grit, non hydraulic lime, and a little bit of OPC (7th by volume iirc) and works it into the dampened joints before brushing it when it’s half set to expose the grit.
Get a gang into do it. Im a builder don't mind pointing in stone work but brick work pointing is so tedious bricks are so small these pointing gangs have machines that mix it and pump it into guns it will so much quicker. if you do it yourself I give you a day before you get p#ssed off with it. Spend your time doing something you enjoy and good at life's to short.
