If you can't raise the hitch by turning the handle you have either got far too much noseweight, or someone has bent the jockeywheel by driving off without raising it. Can't see that this offers a solution to either issue, plus as others have said it makes it impossible to move trailer around by hand. When I had my double wheel trailer we always used to wind up the jockey wheel to take the weight off the front wheels so we could move it about by hand and store it away tight up to the side of the shed, couldn't do that with this arrangement.

Looks like it is designed for use after someone has just loaded far too much nose weight on the trailer.

Why redistribute the load sensibly when you could throw money at a symptom?
