Found this item on road near home, intrigued to know what it is. Single-track road with little heavy traffic apart from the bin lorry and tractors etc. May or may not be agricultural.
Think it may have some sort of planetary mechanism. The right-hand shaft and brass(?) collar rotate independently or together in either direction. When the left-hand shaft is turned the right-hand shaft turns as well. If the right-hand shaft is held tight, the left-hand shaft and collar rotate. Any ideas?

Looks like an air fitting off a tractor at least the gold bit does can you pull the gold collar back at all

yes, collar pushes towards the left side (per photograph). Thanks all for responses. I'll ask nearby farmers if they're missing this bit. Might get a reward
