Just who are IDB and EA answerable to

As the heading says,just who are they answerable to .once again the IDB think it’s beneath themselves to speak to landowners,the EA fail to ensure water flows out past lock gates so tonight grass and corn under water because of their actions.The local council continue to past planning without consideration of drainage .Maybe a call from farming press will concentrate their minds.

Ultimately they are answerable to DEFRA, and get their block grant funding through them, as well as raising rates from landowners. The committee members are appointed from a mix of councillors, DEFRA appointees, with a chairman who gets a small retainer.
Your problem may be that while they have powers to carry out work they don't have a duty. If they have caused flooding through negligence or through an action then you may have a cause for compensation.
