Levelling ground after a disk harrow

What's the best procedure to level scrawy ground after a disk harrow is there a machine that will level it? Power Harrow tends to leave it smooth one way but rough crossing it

My theory is that the tractor wheels compact the ploughed furrows, then be it a power harrow ,disc,or spike harrow level up the ground, but when it does settle,all the wheelings end up as humps! Would several flat rolling between "operations" be the answer?

This question has come up before. I like Forage Trader's suggestion of dragging a length of steel girder behind the tractor to smooth out the lumps and hope to give that a try this autumn.

I've got the similar problem, going to have to take up two fields again this autumn, the power harrow has done an awful job (presumably operator error on my behalf). So going to set the discs to be less aggressive then just a couple of passes with some heavy harrows. Turning the field into no till only but I assume if it starts bumpy it will never improve even with thick cover crops?
