Manitou mt 1637 sl 1997 boom

Mt 1637 final stage boom wont extend. I presume its the lower right button. When i pull the joystick back it the engine labours....so presume its trying to pull the boom in, but push the joystick away and nothing....engine note stays the same? Also there is a rotary button just underneath the steering selecter, rear of the cab on the right, what does this do please?

Last stage will not come out unless the first 2 are out and the jack legs down

Mono ultra yes.....yes it works now....one of the micro switches on the legs were broken
