On a Case 2017 Maxxum equipped with a pneumatic brake line, do you know what this pressure limiter is for?

Pretty sure that only adjusts the air pressure going to the trailer brakes.

Strange it definitely does in out maxxum 140, have to turn it down on one particular trailer or it locks the brakes up too easily.

It's a very basic and not the most accurate system but what it does is alter how much pressure you need to apply to the brake pedal before the trailer brakes are applied. It will also if adjusted too far stop the trailer brakes releasing on the pedal so you do need to be careful fiddling with it if you're going on the road.
I made a cover for it on my NH as the top cap has a vent hole in it which on wet days draws water in and corroded the internals and meant it needed replaced.
