I have an issue with a rhi claim on my ground source heating system. The installer started last March but knew it wouldn't be got up and running till late last year at the earliest. Pipes in the ground and in the house didn't really get installed till September. He tested the system running power off an extension lead as we didn't have electric at that point.
Anyway he signs it off and gives me links to the online forms to put in my claim when we get the house signed off with building control.
Due to delays we only got signed off a couple of weeks ago. Started filling the claim in online immediately. Got through the preliminary questions and then it says we are ineligible for the grant as the mcs certificate be used within 12 months from commissioning of the system. We are about 5 weeks too late!
Get straight on to the installer who seemed surprised about this issue and would look into it to see what could be done. He never mentioned the 12 month deadline from when he starting the installation.
Probably he could sort by doing some extra paperwork saying the installation wasn't actually done till the mains power was connected.
Anyway since then he doesn't answer phone, emails or texts!
I would of assumed that "commissioning of the system" meant actually testing and filling the completed system. Not the date he started the job. Looks like £60 loss coming up!

The mcs certificate must of been registered by the mcs people when they receive it so when you tap in the number on the form it gets linked to the application.
 
We got really stuffed by a guy over MCS and the loss was a lot more than 6K. In the end I went over the 400+ emails and went to MCS and NAPIT to show he was not following the correct procedures and as a result he was given 6 months to correct the situation and his operations or get struck off, which is what happened. Emler Renewables is now not MCS or from what I see working So its worth going over the way he has treated you and check it fits exactly with the MCS operator requirements. Could be a very handy lever!!

Others on the biomass rhi thread got tucked up too by dodgy cowboy's riding on the so called "certified " scheme umbrella ?

I don't know how it works but if he installed it on the remit of you claiming this and thereafter you can't then he is at fault -ain't it ???
Possibly I guess. He just gave me a link to a Web page to put in the claim when I was ready. There was no mention whatsoever of a deadline for claiming. And you only find out about it when you are actually filling in the form online.

YES!! But it all seems so stupid now when looking back at it.
The pump was a Heliotherm, one of the very best made and from Austria and they were setting up in the UK and had one agent in the English midlands and were expanding up over the boarder. The guy Emler had done an install of another type of machine for a neighbour as agent for another MCS company and told us he had just got the H'therm rights.

To cut it short in the long therm it turned out he was "borrowing them" from an other chap he had worked with and used his vat number! The 7 to 10 day install took about 5 months and ended up with him saying he had lost his vat reg (turned out untrue) so we had to buy all the bits and being for the house not our farm pay 20% extra.

He got his mcs at the start of this. But later when I really looked into it he was using an install he had been a helper on!

In the end we had a long "discussion" with Heliotherm who just walked away from it. In the end we did some air pressure tests on what he had done and found 37 leaks. Called him in for the chop. We got the other bloke in but by then it was early winter he took forever and after a couple of months we let him out as well. That said he was put in a real position by it all and the makers saying they would not support us.
We sold it to a nice bloke on ebay.
That winter we just heated with electric oil heaters, mostly running from our turbine. Then we got a local firm put a twin compressor NIBE in. Seeing them is like blue moon but there are other folks around who put them in.

Just to make life more interesting I got some virus just after Christmas and it ended up jigging for my lower spine and lot of pain, not to mention what it did for the grey-matter!. When I was able to at least sit up I got onto my records and reported him to MCS, NAPIT and the HMRC about two sets of vat fraud.

I knew of two, no, three other set ups that he turned out to be screwing up and one was a disabled lady with two similar kids.
Anybody got a spare Mills bomb?

Do you do know how the mcs certificate job works? Should we of been told that there is a deadline that we can use the certificate?
I can't see how we can be put in the position of losing out on the rhi payments when the only way we find out about a deadline is when we actually fill in the application form.

Your mcs certificate should have been issued when you received the new supply that powered the system, the commission, full working order. You must try and contact the installer and explain you want the original mcs rescinded and a new inspection commission with new mcs certificate. Cancel your application and reapply with new cert.
