well i think a bit of both, im fussy n have no people skills, i never see him notice lame cows etc
BUT when i was on holiday he spotted a dry cow with mastitis n 2 lame cows from the same group, he even got them into the holding pen himself
i do feel that while i do things he does not bother too much
A slap round the back of the head usually wakes people up.;)

Maybe he does nothing when your there as he feels you'll criticise or pick him up on something or maybe its he see's it as your job to do the work and he shouldn't if your there?best way forward is possibly to have a "chat" were you both communicate.Communication is half the battle and none of us are extremely gifted at that. You ask him what he thinks his job entails and ask him to ask you any points he's unsure of.Just try not to make it like a formal questioning more of a how are you getting along type chat

he is eastern europaign with very little english, this is a problem
i will make sure to not criticise

Hand signals and pigeon english works for me,seriously that just highlights the communication problem,I've had two or three doing jobs before and only one could or would speak english, how do others get on?

Maybe he is afraid he is overstepping a mark, or teaching you to suck eggs, and dare not say anything when you are present.

Give him the encouragement he needs, and accept his judgement, But you have to speak to him first (y)
