I think @Still Farming and @Brisel are right on this, it’s likely just fallow to satisfy EFA greening requirements.
We do likewise here instead of hedges, though tend to rotate the field around the farm to give a cleaning opportunity for blackgrass following a dirty crop, and also enable a first wheat to then follow.
The timing of “since harvest 2016” seems to fit too.
This will be the third season for us, since the beans we have always grown stopped qualifying for EFA.
