Surely anyone with a building with Class Q potential, will have been carrying out "judicious maintenance" for a couple of years prior to an application??
Yep if you think the odds are in your favour of getting PP and the only likely obstacle is structure makes a stansion swap look cheap before PP so there's no 'get out clause' for the council

Swap out a "leaky" asbestos roof, or replace "damaged" cladding, would be time and money well spent I would suggest.

Bit like sealing and cleaning a building to keep Bats out a couple of years before an application... Plenty of forethought pays dividends. :)

Not an expert but going through the same obstacles on a building. The Class Q rules changed a year or so ago, they now state that you can not alter the structure of the building and you must provide a structural engineers report to prove the structure is sufficient to provide for residential purposes. I assume you would need to repair structure before applying for planning

You also now can’t replace the cladding even if asbestos… Essentially they want you to build a timber frame house inside the old barn.
Can't replace asbestos cladding for Class Q? I'm not aware of that, please point me in the right direction to read up on this. Thank you

Also not aloud to add a 2nd story anymore unless one already exists.

No you can't replace it under Class Q - you have two options - secure the Class Q and then apply for full planning for the same scheme but with the replacement of the cladding OR my preferred route is to reclad it prior to submission under Permitted Development (if the holding is over 5HA) but to secure a Lawful Development Certificate from the council first.

Also, the second floor comment is also correct.

So what lessons can be learnt then? Asbestos roof should be replaced with secondhand tin one well before applying and the same with a second floor.
Or nice timber cladding, just mention it is "of the vernacular" which gets planners in a good mood... ;)

A nice little mezzanine makes perfect sense to everyone as long as it is being used as a store area for a few months before contacting Planners :) Some old farm machinery spares maybe....

Mezzanines are ideal for feed and forage stores as they prevent waste through moisture and vermin 😉😉😉

I know this has been said, but I just want it repeated for definite clarification, for class Q you cannot install a floor to create a 2 storey building unless it existed as part of the original farm building?

That is correct. You can only convert the existing floor areas.
To add additional floors secure the Class Q and then reapply for the conversion with the additional floor under full planning.

So many plots like this around with us that ether sit there forever growing over with brambles or are put up for 750k for some developer to turn them into something that would make the Grand Designs production team weak at the knees. Or the bit of land is turned into a 'market garden' by some city slickers who are going to stop climate change in its tracks by growing their own cauli's.

All the while anyone born and bred local and under 40 is either still living with their parents or they give up the farming game to move away and do something else because they can't afford to live where they work despite working 80hrs+ a week. Which is then followed up by threads asking 'where has all the labour gone' and complaining about being invaded by city folk.... 😅

Obviously it's your plot so you do whatever you want with it and get as much money as you can for it but I think rural housing for local people is such a massive issue that doesn't ever get the discussion time it so needs.

the problem of low cost housing ,unless your on benefits ,3 young kids you dont stand an earthly of getting a low cost house .
the low cost housing in the village opposite the garage are unlikly to be be built as the build cost is too much ,and thats council land no ?

Yeah that down there is a total sham, firm gone bust, some destined to be 'social housing' from what I'm told. 24/7 security being paid for plus that big diesel genny running 24/7 that we're all paying for. It was privately owned and then I assume maybe bought between MCC and whoever the firm was.

Brother and his other half have looked into those ones up Devauden, again, have to go through MCC and they put you in 1 of 4 bands, put in the same band as; prisoners, people with 'no local connection', ex forces.

Read between the lines and like you say, unless you're disabled, on the dole already and have a load of kids in tow, you have absolutely no chance.
