PPP gps signal

Hi, so I was talking to someone about gps the other day and he mentioned a PPP signal that was free and had 5-10cm accuracy? Is this right? If so how do you go about getting it? Is it another base station or SIM card?

I think(correct me if I'm wrong)
A ppp signal is 1 that has been surveyed and is I think garenteed accurate to x
Your own base via the like of rtk2go should offer similar accuracy
If the accuracy is 5 to 10cm that suggests its 50km away from you

I wouldn't be too confident that "Patchwork" Which is actually a Sveaverkern F100 kit re-badged (which is actually FJD kits re-badged) would be very reliable on PPP. I could be wrong but I don't believe the coverage would be very good in the UK.

I think a cheap base station sounds best.
Can easily make one for £300
