Re-claiming moorland

Evening all, we have a lot of moorland on our farm which is wet in the winter but dries out well through the summer. What are the rules on ditching/ploughing to reseed? Over 50 acre here that could easily be put back into production. Thanks

Not sure, lot of rushes atm and old grass, has grown barley in the last 40 years
