Reseeding existing GS4

Got some older GS4 herbal leys which have got a lot of docks and the % herbs are declining.

GS4 says to re-establish the sward if necessary to maintain minimum requirements. Ideally I want to have a break crop, possibly some stubble turnips or rape over the summer, to allow me to tackle the docks before putting back into GS4. But not sure if I'd fall foul of meeting the GS4 rules?

Interested to know what others are doing in this situation?
