Wouldn't like to be in the farmer's shoes. On the other hand, don't know the circumstances. If it's anything like this area, the EA and Natural England seem to resist maintaining waterways, and if it's a lowland river which floods you out - it isn't much fun.

I can't exactly agree with what has been done, but equally it wouldn't do any harm to back the guy up and have a campaign against the EA and wildlife groups who disregard the rights of a riparian landowner to keep a river maintained.

I watched that report and thought sonewhere there is a farmer in a lot of trouble

rather a silly thing to do without permission / consultation these days
It's the fact that is an SSSI that makes it so gobsmackingly brazen!

We have a river SSSI so I do know there is a list of operations 2 pages long that are not permitted (even if they are on other rivers).

What are we allowed to do without permission?
I clean ditches out.
I clean out a stream where it blocks going into a pipe under a vehicle crossing.
Should I be getting permission?

On Thursday 26th September, we’re holding a webinar for farmers to go through the guidance, actions and detail for the expanded Sustainable Farming Incentive (SFI) offer. This was planned for end of May, but had to be delayed due to the general election. We apologise about that.
