I've thrown a few kg in my cover crops. Not sure about oleic content but it's definitely a commercial variety.
As far as I understand, it's not protected under the 2011 seed marketing act. Therefore you could buy it as bird seed if you wanted.

I do not know the specific seed that it demands for these dates. In Spain I have planted safflower in April and I have harvested it in September. The sowing dose was 25 kg / ha.
A very rustic and interesting crop with a richness of 40% oil. I stopped planting this crop because the sunflower seed producers tried to boycott it because safflower is not a hybrid seed and if its sowing became general it would affect sunflower seed sales.
