Pto pump will last forever, but can obviously only be used on a tractor, can pump large volume if needed.
Electric fairly reliable, can use it on any vehicle, may need to change a pump occasionally.

What is the intended application?

I’ve got a small tank, about 30 ish gallons with a 3m boom on back powered by an electric pump that cuts in and out as required.probably had it 20 years and had one new pump in that time.having said that I’m sure a pto pump may be more reliable.i run my electric pump of the side lights and turn on and off as required

We use a 225l 3m with electric pump for about 200ac of spraying per year. The pump (high capacity) is now 5 years old and still going strong. We’ve also got a flood jet boom for it which is why we uprated the pump because the standard pump couldn’t get the pressure to the right setting for 9m application with with the flood jets. Ours is a Fimco from the USA and I think it was about £400 from memory for the tank, pump and pipes. The two booms were about £150 each I think.

At 3m I would use electric unless you intend to go high volume.
A few comments about pto pumps lasting forever, they definitely don't. Roller vane is first option and they are ok if fully drained over winter or if left unused for long periods. Put a bit of oil in them at the same time.
Diaphragm pto pumps are relatively expensive.
