Aa a builder, easier if the site has been levelled first, then all upright holes dug and concrete put into virgin holes all at the same height, not banked up with rubble etc, as that hole won’t be steady, is it getting a full slab? Side panels etc as when it is all bolted and fixed it should hold itself,
The last shed we put up on our place, the site was leveled (1000ton plus) and the pads set 300mm below floor height. Level shed. The rear holes at the back of the level site must have 3 cube of concrete in each, its not shifting.
On a shed with the legs the same height thats how it should be done but iv seen them done like the op posted to gain height with a kit building, it wont shift just looks a bit rough and ready.
I like where the manufacturer makes the legs to suit the pads personally
