Which would not have explained Mrs Danllan's failure to get one.

No surprise at 'numbers' being available; HMG doesn't have all numbers, but others in the public sector do.
Our civil alert system broadcasts to capable phones, (which I assume are smart phones ) from targeted cell towers. This gives the ability to target specific areas if required.
 
As I'm over 70 and deemed to be at a high risk because of a respiratory condition, I received the dreaded NHS letter this morning. If Mrs. LS, who is 63, were to exhibit symptoms, we would be in total lockdown. If I get it it will not be pleasant, and I may end up in hospital. She went to Waitrose this morning, and of course, she couldn't get all that she wanted, but she did get loo rolls for the first time in weeks.

Waitrose were very well organised, they would only allow 35 customers in the store at a time. Staff wiped the trolleys over for each customer on entry. She always says that going to Waitrose is a much more pleasant experience than going to Morrisons. The trouble is that some things she can only get in Morrisons. She came home pretty stresses having queued for ages at the chemist for her prescription, only to be told that they still didn't have the drug. She's now gone out for a walk, up the lane and through the neighbour's fields.

At the house next door, there are men cleaning the gutters. They're here with 2 vans, hardley essential work.

Did anyone else receive the text from NHS to go into shielding for 12 weeks?

I had two different text streams standard as wifey the other below
NHS Coronavirus Service: We have identified that you're someone at risk of severe illness if you catch Coronavirus. Please remain at home for a minimum of 12 weeks. Home is the safest place for you. Staying in helps you stay well and that will help the NHS too. You can open a window but do not leave your home, and stay 3 steps away from others indoors. Wash your hands more often, for at least 20 seconds.

Yes that’s the one I have had. I am taking immunosuppressive drugs for a lung condition. As I understand it at very high risk of becoming very ill from Corvus 19
