Using a barn for painting lorries

I have been asked by a relation if he can use my barn to paint a few lorries, what are the pitfalls regarding potential loss of agricultural exemption for rates.
I would prefer to say no, so what excuse can I make.

I know of several instances in which farm buildings were used for re-sprays; the only problem was that the vehicles were being re-sprayed for re-sale without their owners' permissions... Hopefully not a factor in your case, but worth knowing because, in such instances, if things go wrong, you could find yourself in trouble. :)

Tell him you'd lose your Class Q development rights for redundant agricultural buildings if you let him use it for other purposes.
Off topic a bit, but out of interest, and I'm open to correction on this because planning law really isn't something I enjoy, but I don't think that's applicable here in Wales because - since devolution - England has had additional / better PDRs than here, can you confirm this?

Yes I think thats correct, Class Q PDR is available in England but not Wales.
