It would empty faster as there is back pressure from the nozzle, maybe not double though.

But the outlet on the tanker is 150mm nozzle is around 60 mm so still more than enough to feed 2

It could be to minimise the pressure at the nozzles to reduce droplet size, drift and odour.
Or more likely looking at the white residue, it's as previously mentioned, dust suppression in a chalk quarry or a china clay pit, where they need a narrow spread and high volume.
