That trailer isnt very stable, not great design imo
I've seen it before in vids and again in this one above, why are cars parked in the streets? The drivers are going out into the oncoming lanes to avoid parked cars.
Don't get me wrong, the driver definitely needs to improve his driving skills.Oh nothing to do with the offset mower, and it’s operative.

If your street isn't wide enough OR marked for parking then someone needs to lay down the law imho
Well it is a maize carter's trailer must of thought I'm not supposed to be on my wheels, then remembered it wasn't carting maize.
Millions of people park on the road sides in the UK even if the lanes are really narrow and people cant drive down the road. Often its because there's no where else to park and they have no driveway or garage. Reminds of my boss at my old job. He bought a similar flailmower and went to pick it up, as he made a turn the whole thing went flying to one side and woke him up right quick fast in a hurry. As it turned out the hydraulic cilinder was totally empty out of the factory.

It slows traffic flow massively but no ones bothered.
Catches me out whenever I go back. Everything's cramped, there's no room to manoeuvre that's why they don't have the big US style trucks and pick ups.

As long as you park with the reflective rear lights facing the traffic on the side of the road you are parked on.I could be wrong but i think it is technically legal to park on the side of any main road as long as it doesn't have a single or double yellow line down the side, our local small town has cars parked down the side of every major access route, absolute nightmare to get through but there simply isn't enough parking for any of the roadside houses.
