Is there anything stopping someone from setting up in competition with NRoSO?

Wonder what RT rules say. Do they say you need to have NRoSO, or just CPD? If they specify NRoSO (which I think they do), that doesn't seem fair to other organisations who might want to compete with NRoSO. Suppose could say there's no other choice but NRoSO, so RT can't do any different than specify NRoSO for CPD of sprayer operators.

If RT and NRoSO disappeared overnight would anyone notice ?. The RT sticker on a product in a retail outlet makes NO difference, it is all about price and99.9% of shoppers will buy a brand or what they usually buy RT or no RT.
As for the NRoSO which was part of the voluntary initiative, well it is no longer voluntary.
