I emailed a Jack Biles at RPA, formally Natural England today regarding the December payment that hasn't arrived yet. he told me that the current target is for 95% of advanced payments to be paid by the end of March,at the moment they have been instructed "not to pay the majority of claims for the time being". I am trying to find out who has issued this instruction and why.

I think some of you going into these schemes need to realise that whatever the RPA say about the timing of these schemes need to be taken with a very large pinch of salt !!
We have just had some payments from 2016; we only had some from 2017 after making an official complaint and had nothing from 2018 yet........... not even the promised bridging loan.
If our ground wasn't designated SSSI, I would rip the paperwork up and plough the lot. It's all good quality arable land that would be far more profitable growing crops than been restricted to sheep and cattle !
All my previous capital payments have been paid promptly but the last one I put in 3 months ago hasn’t been paid, as for capital payments, that’s just a joke.

Surprisingly I had a reply and a phone call after this, however I am afraid it was not great news.
Due to the ongoing mapping issues they are having problems and they believe someone else is claiming part of a field as well. (I thought I sorted this last year!!)
Now it has to go to a different department to be agreed and they have to contact the other claimant.
When I asked when I should receive payment I was told they have a plan to pay all of them by the end of March!! I could call again in a months time and they might be able to do a hardship payment!!
Having received no BPS either (probably due to the same mapping issue!) we will be forced to go to the bank to cover us until the money comes. What is frustrating is that the cost of increasing the OD may well be unnecessary if they suddenly turn round and pay in the next few days.
It gets worse
Just had my paperwork back from an inspection in December 2017 to say I over declared on my ditch (WT3) length by 73m........ baring in mind our farm is on Romney Marsh and surrounded by ditches..........and over declared by the fast sum of 5m , thus 40p, on our hedges !!
Both figures were initially put into our CSS scheme by Natural England, so I am getting a penalty for their error !!
Even more galling, is that I have had an invoice for both penalties, that I must pay immediately and if I don't I will have interest added to them........................ and I haven't even been paid yet !!
Anybody thinking about joining these schemes, just be aware the administration time and hassle that goes with them.
