Payment timings for Mid/Higher Tier

I emailed a Jack Biles at RPA, formally Natural England today regarding the December payment that hasn't arrived yet. he told me that the current target is for 95% of advanced payments to be paid by the end of March,at the moment they have been instructed "not to pay the majority of claims for the time being". I am trying to find out who has issued this instruction and why.

What is an advanced payment? Surely all over due payments! We were due payment March 17 and now December.

I have an email saying all 'Advance' payments will be made in December and had a phone conversation 3 weeks ago stating it would be January. If they put as much effort I to doing their job as robbing people off may be things would be done on time. Disgusting behaviour.

I think some of you going into these schemes need to realise that whatever the RPA say about the timing of these schemes need to be taken with a very large pinch of salt !! :stop:

We have just had some payments from 2016; we only had some from 2017 after making an official complaint and had nothing from 2018 yet........... not even the promised bridging loan.

If our ground wasn't designated SSSI, I would rip the paperwork up and plough the lot. It's all good quality arable land that would be far more profitable growing crops than been restricted to sheep and cattle !

Haha. It feels like that doesn't it?

I was told the same as Daddy Pig yesterday, direct from tge Stewardship office, categorically no payments are being made now and they will try and catch up ASAP. Apparently due to crippling incompetence.

About to put in a claim for some fencing as part of 2018 Mid Tier.

All my previous capital payments have been paid promptly but the last one I put in 3 months ago hasn’t been paid, as for capital payments, that’s just a joke.

Tried phoning and it goes to answer machine and no one returns my call.

Got really fed up this morning and sent emails to the last people I had received correspondence on the issue.
I like you had tried phoning and left messages and received no reply.
Surprisingly I had a reply and a phone call after this, however I am afraid it was not great news.

Due to the ongoing mapping issues they are having problems and they believe someone else is claiming part of a field as well. (I thought I sorted this last year!!)
Now it has to go to a different department to be agreed and they have to contact the other claimant.

When I asked when I should receive payment I was told they have a plan to pay all of them by the end of March!! I could call again in a months time and they might be able to do a hardship payment!!
Having received no BPS either (probably due to the same mapping issue!) we will be forced to go to the bank to cover us until the money comes. What is frustrating is that the cost of increasing the OD may well be unnecessary if they suddenly turn round and pay in the next few days.

You are not alone, we are in EXACTLY the same position! It is extremely frustrating
 
What really pulls my chain about the RPA sending the e-mail of doom concerning the BPS payment is that they wait until the second half of December to let you know, I needed to know in July, September so I could tailor my investment plans to suit.
It is not acceptable in this day and age.

Just had my paperwork back from an inspection in December 2017 to say I over declared on my ditch (WT3) length by 73m........ baring in mind our farm is on Romney Marsh and surrounded by ditches..........and over declared by the fast sum of 5m , thus 40p, on our hedges !!

Both figures were initially put into our CSS scheme by Natural England, so I am getting a penalty for their error !!

Even more galling, is that I have had an invoice for both penalties, that I must pay immediately and if I don't I will have interest added to them........................ and I haven't even been paid yet !! :facepalm: :banghead::banghead:


Anybody thinking about joining these schemes, just be aware the administration time and hassle that goes with them.

I agree with you entirely the whole scheme is just ridiculous. I would be tempted to send them back an invoice for your unpaid amount plus interest and see what they say to that.
Probably better to send it to Michael Gove and ask him how it is going to work when the only money we will get is from environmental schemes!!
